EMPLOYMENT NOTICE
Under the Health Sector Reform Programme (HSRP), the Ministry of Health (MoH) is recruiting a number of IS/IT and Medical Specialists to work under the National IT Director (NITD) to create a comprehensive National Health Information System. Applications are therefore invited from suitably qualified nationals for the following positions:
HOSPITAL INFORMATION SYSTEMS SPECIALIST [ON CONTRACT]
Job Description
This contract will be for eighteen [18] months and the incumbent will be in charge of the implementation, adaptation and support of a HIS to be created for the MoH. Will also lead a group of technicians for supporting tasks in the various hospitals where the system is being implemented.
Responsibilities
Assist the NITD in the definition of the HIS administrative and operating methodology for the HSRP; participate and lead the Program Work Group in HIS matters; assist the MoH IT Manager in HIS collecting and reporting statistics and all RHA IT Managers/Directors in the implementation of the HIS in their regional facilities; assist the Central IS/IT unit with the Applications Software Providers (ASP); supervise and assume the maximum responsibility for the acceptance test of the modules delivered by the ASP in the major hospitals; assist the Training and Implementation staff with the resolution of applications software incidents; define and lead the training courses in HIS for IT/IS personnel.
Education and Experience Requirements
University degree in Administration Sciences or Medical Sciences with academic courses in Hospital Administration; teaching skills, for training other medical sciences and administrative professionals; familiarity with the Hospital Information Systems methodology in particular with the administrative and managerial process; working experience in a hospital environment; familiarity with Modern Hospital Management Methodology and National Health Reporting protocols; must be self-motivated, self-directed, results oriented and quality focused with strong interpersonal skills, particularly influencing networking and negotiations; must have excellent listening and analysis skills, strong written and oral communication skills and the ability to work both independently and as part of a team to define HIS requirements, modeling and building systems; must have the ability to apply HSRP requirements and analysis to industry best practice.
MEDICAL DATA ADMINISTRATOR [ON CONTRACT]
Job Description
The contract will be for twelve [12] months and the administrator will be responsible for the administration and support of the Health Sector Database. Will perform multidimensional queries, data mining and reporting. Will also be required to train a team of technicians so as to guaranty the data quality in all sites.
Responsibilities
Assist the NITD in the definition of the IS database of the HSRP for medical statistics reporting, and surveillance; assist in the development and support of the Data Warehouse for the HSRP, the MoH and the RHAs; participate and assist leader in the Program IT Work Group in data definition and standards; assist the MoH IT Manager in performing the Data Mining and Executive Information Control Board utilizing On Line Analytical Processing (OLAP) functions; assist all RHA IT Managers/Directors in data structuring for local medical data reporting; assist the NITD technical counterpart with the ASP; assist the NITD with the Data Base routine medical data reporting; assist the Help Desk Manager in the resolution of software incidents registered by medical personnel; define and lead the database training courses for medical personnel; must be responsible for the medical data reporting operations.
Education and Experience
University degree in Medical or Computer Sciences, and at least three years of experience in database administration; must be very familiar with at least one of the most popular Database engines, in particular Microsoft SQL, Oracle 7i and Open Systems databases; must have proven experience in corporative Systems, DB analysis tools and multidimensional arrays; experience in Health Sector Information Systems is required; must be self-motivated, self-directed, results oriented and quality focused with strong interpersonal skills, particularly influencing, networking and negotiations; must have excellent listening and analysis skills, strong written and oral communication skills with the ability to work both independently and as part of a team to define data base system requirements, modeling and building data base systems; must have the ability to apply HSRP requirements and analysis to industry best practice.
PRIMARY HEALTH CARE SPECIALIST [ON CONTRACT]
Job Description
The contract will be for twelve (12) months and the specialists will be responsible for the MoH administration and support of the Primary Care Health sector IS structure to be contracted. Will lead and train a team of specialists to support the Primary Care rationalization structure in the RHAs sites.
Responsibilities
Assist the NITD in the definition of the Primary Health care structure and administration of the HSRP; participate and lead the Program IT Work Group in Primary Health Care matters; assist the MoH IT Manager in Data Collection matters; assist all RHA IT Directors in Primary health Care matters; define and lead the Primary Health care delivery and organization training courses for Medical and IT/IS personnel.
Education and Experience
University degree in Medical Sciences with graduate studies in Health Administration with at least five years of experience in large population Health Care administration systems, preferably in Primary Health Care; must be self-motivated, self-directed, results oriented and quality focused with strong interpersonal skills, particularly influencing, networking and negotiations; must have excellent listening and analysis skills, strong written and oral communication skills with the ability to work both independently and as part of a team defining Primary Health Care system requirements, modeling and building the health administration systems; must have the ability to apply HSRP requirements and analysis to industry best practice.
HEALTH INSURANCE SPECIALIST [CONSULTANT]
Job Description
The Health Insurance Systems Consultant is required for twelve (12) months and reports to the NITD. The Consultant will be responsible for identifying system requirements of the Ministry of Health and the development and or deployment of appropriate solutions.
Responsibilities
Assist the activities associated with change management, communications, testing and training as we adopt and implement a Health Sector Information System; lead the activities in the collection of health insurance business requirements and direct the development and implementation of appropriate solutions; co-ordinate activities between the Ministry and all other stakeholders to determine and document common systems requirements; ensure that maximum benefits are attained in the Ministry sponsored I.T. initiatives as a result of the adaptation of the Continuous Improvement Program; establish benchmarks by which benefits can be delivered and measured; participate in developing testing strategy and plans; participate in project scope and quality control activities (such as walkthroughs, peer reviews, inspections, unit testing, and functional testing); participate in monitoring project quality and quality improvements; recommend alternative solutions; raise project issues and risks, as well as quality and scope deviations.
Education and Experience
Undergraduate degree in Economics, Medicine, Computer Science or related subject area or equivalent work experience with a minimum of 5 years related Health Insurance Systems experience; must be self-motivated, self-directed, results oriented and quality focused with strong interpersonal skills, particularly influencing networking and negotiations; must have excellent listening and analysis skills; strong written and oral communication skills with the ability to work both independently and as part of a team and to define system requirements, modeling and building systems; must have the ability to apply business requirements and analysis to industry best practice; knowledgeable in financial, health and other business systems; must have knowledge of Health Sector Reform.
COMPUTER SYSTEMS SPECIALIST
Job Description
The Computer Systems Specialist is required for eighteen (18) months and will be in charge of the implementation, adaptation and support of a comprehensive Web-enabled system to be contracted for the MoH. The specialist will also lead a group of technicians for supporting tasks in the various sites where the system is implemented.
Responsibilities
Assist the National IT Director (NITD) in the definition of the IS platform of the HSRP; participate and lead the Program IT Work Group in IS matters; assist the MoH IT Manager in IS matters; assist all RHA IT Directors in IS matters; act as the technical counterpart with the Applications Software Providers (ASP); act as the technical counterpart with the Hosting of the Servers and Operating System; supervise and assume the responsibility of the acceptance test for the modules delivered by the ASP; assist the Help Desk Manager in the resolution of 3rd level software incidents; define and lead the training courses for IT/IS personnel.
Education and Experience
Must have a University degree in Computer Sciences or similar, and at least three years of experience in development of web oriented platforms; should have teaching experience and skills in computer subjects, for training other computer professionals; must be very familiar with the most popular Operating Systems, in particular with Linux; must demonstrate experience in web-based on-line transaction; must be familiar with Modern Programming Methodology and Languages as Java, PHP; some experience in health sector Information Systems is required; must be self-motivated, self-directed, results oriented and quality focused; must possess excellent listening and analysis skills, strong interpersonal skills, particularly influencing, networking and negotiations; must have excellent written and oral communication skills and the ability to work both independently and as part of a team defining Information System requirements, modeling and building systems; must have the ability to apply HSRP requirements and analysis to industry best practice.
DATA BASE ADMINISTRATOR
Job Description
The Administrator will be required for eighteen [18] months and will be responsible for the administration and support of the health sector database; will perform OLAP and multidimensional queries, data mining and reporting; will also be responsible for training a team of technicians so as to guaranty the data quality at every site.

DATA COMMUNICATIONS SPECIALIST
Job Description
The Data Communication Specialist is required for eighteen (18) months and will be responsible the administration and support of the Health Sector Data Communications structure to be contracted [the connectivity scheme is based on Internet access]; will lead and train a team of technicians to support the Local Area Networks in the different sites.
Responsibilities
Assist the National IT Director (NITD) in the definition of the Internet connectivity structure and use access security of the HSRP; participate and lead the Program IT Work Group in Data Communication matters; assist the MoH IT Manager in Data Communications matters; assist all RHA IT Directors in Data Communications matters; act as the technical counterpart with the Internet Service Provider (ISP); act as the technical counterpart with the Hosting of the Servers and user Access Security System; supervise and assume the responsibility of the acceptance test for the Internet access delivered by the ISP; assist the Help Desk Manager in the resolution of 3rd level data communications incidents; define and lead the Data Communications training courses for IT/IS personnel.
Education and Experience
Must have a University degree in Computer Sciences or similar with at least five years of experience in large data communications administration; should be able to prove expertise in TCP/IP protocol; must be self-motivated, self-directed, results oriented and quality focused with excellent listening and analysis skills and strong interpersonal skills, particularly influencing networking and negotiations; must have strong written and oral communication skills and the ability to work both independently and as part of a team defining system data communications requirements, modeling and building data communication systems; must have the ability to apply HSRP requirements and analysis to industry best practice.
BUSINESS SYSTEMS/PROJECT MANAGER
Job Description
The Business Systems/Project Manager is required for eighteen (18) months and reports to the National I.T. Director in Port of Spain; the manager will be responsible for defining the business requirements of the Project and the development and or deployment of appropriate solutions.
Responsibilities

ADMINISTRATIVE ASSISTANT
Job Description
The contract will be for eighteen (18) months and the incumbent will be in charge of the administrative duties of Central IS/ IT Unit based in the PAU office in Port of Spain. The incumbent reports to the National IT Director (NITD) and must be capable of running an efficient and effective office.
Responsibilities
Under the direction of the NITD schedules all meetings, including but not limited to ensuring that meeting room is appropriately prepared, agendas and minutes of meetings are prepared and circulated; supports the NITD with business scheduling and planning activities and handles the distribution of periodic reports; leads in the planning and execution of special projects requested by the NITD; functions as the designated officer as required by the Freedom of Information Act [1999]; assists with the receipt, filing and dispatch of correspondences: represents the NITD at meetings/ functions as required; assists the NITD in preparing reports and deliverables; assists with other duties as assigned from time to time.
Education and Experience
Minimum professional qualification such as the Administrative Professional Secretary [APS] or an appropriate combination of training and experience, a University degree would be an advantage; computer literacy and knowledge and skills in Microsoft Office Suite of similar software packages; a minimum of five [5] years experience in a secretarial position or as an Administrative Assistant with experience in events/ project management; must have excellent interpersonal and communication (oral and written) skills; knowledge of modern office practices, procedures and standard office equipment.
