EMPLOYMENT NOTICE


Under the Health Sector Reform Programme (HSRP), the Ministry of Health (MoH) is recruiting a number of IS/IT specialists to work with the National IT Director (NITD) to create a comprehensive National Health Information System (NHIS). These positions are permanent and the incumbents, who will be based in the various Regional Health Authorities, will serve as the counterpart staff with responsibility for the implementation of the NHIS in the RHA in the first instance and for the subsequent maintenance of the system thereafter. The positions are as follows:


RHA LAN MANAGEMENT & DATA COMMUNICATIONS SPECIALIST


Job Description


This specialist will be the RHA counterpart responsible for the administration and support of the Regional Data Communications structure to be contracted [the connectivity scheme is based on Frame Relay and Internet access]. The specialist will also lead and train a team of technicians to support the Local Area Networks in the different locations.


Responsibilities


Assist the RHA IT Manager in the definition of the connectivity structure and user access security of the HSRP; assist the RHA IT Manager and participate in the Program IT Work Group activities on Data Communication matters; act as the technical counterpart with the Connectivity Provider; act as the technical counterpart with the Hosting of the Servers and user Access Security System; supervise and assume the responsibility of the acceptance test for the connectivity access; assist the Help Desk Manager in the resolution of 3rd level data communications incidents within his region; define and lead the Data Communications training courses for IT/IS personnel in the region.


Education and Experience


Must have a University degree in Computer Sciences or similar with at least two years of experience in data communications administration; should be able to exhibit expertise in TCP/IP protocol; must be self-motivated, self-directed, results oriented and quality focused with strong written and oral communication skills and ability to work as part of a team to define LAN system data communications requirements, modeling and building LAN data communication systems.


RHA HOSPITAL INFORMATION SYSTEMS SPECIALIST


Job Description


The specialist will be the RHA counterpart responsible for the implementation, adaptation and support of a comprehensive Hospital Information System (HIS) to be contracted for the MoH and will be responsible for the administration and support of the Health Sector Database.


Responsibilities


The incumbent will perform multidimensional queries, data mining and reporting; will train a team of technicians whose function is to guaranty the data quality at every work station; will lead a group of technicians to support tasks in the various hospitals where the system is being implemented; assist the RHA IT Manager in the definition of the HIS administrative and operating methodology for every location in the Region; participate with the Program Work Group in HIS matters; assist the RHA IT Manager in HIS statistics and reporting; assist RHA IT Manager in the implementation of the HIS in their regional facilities; assist in the development and support of the Data Warehouse for the RHA; supervise and assume the responsibility for the acceptance test for the modules delivered by the ASP in the major Health Delivery Facilities and Hospitals; assist the MoH IT Manager in performing the Data Mining and Executive Information Control Board utilizing On Line Analytical Processing (OLAP) functions; assist the RHA IT Manager in data structuring for local medical data reporting; assist the training and implementation staff in the resolution of applications software incidents; define and lead the training courses in HIS for IT/IS personnel in the region.


Education and Experience


The incumbent must have a University degree in Administration, Computer, or Medical Sciences with academic courses or background in Hospital Administration; should have teaching skills, for training other medical sciences and administrative professionals; must have experience in corporative Systems, DB analysis tools and multidimensional arrays and in health sector Information Systems; must be very familiar with the Hospital Information Systems methodology, in particular with the administrative and managerial process; must demonstrate working experience in a Hospital environment and must be familiar with Modern Hospital Managing Methodology and National Health Reporting requirements; must be self-motivated, self-directed, results oriented and quality focused with strong written and oral communication skills and ability to work as part of a team to define Hospital Information System requirements, modeling and building systems; must have the ability to apply HSRP requirements and analysis to industry best practice.
